start powerShell as admin and enter this command:
Get-AppxPackage -AllUsers| Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
after pressing enter there might be prompted some errors in the terminal, simply relaxe until it's finished.
reboot, after that i could finally sign in
